📌 What is the Coastal Regulation Zone (CRZ) law?

The Coastal Regulation Zone (CRZ) regulations are statutory rules issued by the Central Government under the **Environment (Protection) Act, 1986**, aimed at protecting the environment and biodiversity of India's coastal areas and ensuring the livelihood security of coastal communities.

📍 CRZ Zone of Panavally Grama Panchayat

Under Coastal Regulation Zone (CRZ) norms, Panavally Grama Panchayat falls within the CRZ - III category. Coastal areas with a rural character are typically classified under CRZ-III. Consequently, the rules and regulations stipulated by theKerala Coastal Zone Management Authority (KCZMA)regarding building construction, land development, and other developmental activities apply to certain areas within the panchayat.

🌊 CRZ III Terms and Application Procedure

Key guidelines under the Coastal Regulation Zone (CRZ) norms and procedures for obtaining clearance.

📋 Key provisions of CRZ-III

1️⃣ No-Development Zone (NDZ)

  • CRZ III A category, the area extending up to 200 meters from the High Tide Line is a no-development zone.
  • In theCRZ III B In this category, the area extending up to 200 meters from the high-tide line of the sea is a no-development zone.
  • New construction activities are generally not permitted in these areas.

2️⃣ Reconstruction / Maintenance

  • Reconstruction and maintenance of existing authorized residential buildings are permissible, provided there is no change in use and the plinth area remains the same.
  • The existing Floor Space Index (FSI), plinth area, and density must not be exceeded.

3️⃣ Construction of a new residence

  • Construction permission can be obtained beyond 50 meters in CRZ III A and beyond 200 meters in CRZ III B.
  • For residential buildings, construction is permitted up to a maximum of Ground + First Floor and a height of 9 meters.

4️⃣ Tidal water bodies

  • Special regulations apply to water bodies influenced by tides, such as backwaters, rivers, and canals.
  • CRZ clearance is determined based on the nature of the water body, the distance from the sea, and the approved CZMP map.

📝 How to apply for CRZ clearance

ഘട്ടം 1 : Check the CRZ status of the land.

Before submitting the application, the survey number of the concerned site must be checked against the approved Coastal Zone Management Plan (CZMP) map to verify whether the land falls within the CRZ zone.

For this purpose, the assistance of the following institutions can be sought:

  • Gram Panchayat Office
  • Local Self-Government Institution
  • Kerala Coastal Zone Management Authority (KCZMA)

Step 2: Prepare the required documents.

Generally, the following documents are required:

  • The following documents are required along with the fully filled-out application form:
  • Title Deed
  • Receipt for the recently paid tax
  • Location Sketch
  • Site Plan
  • Building plan
  • Survey Sketch / FMB
  • Photos of the location
  • Geo-coordinates of the building
  • Plan and certificate prepared by a licensed engineer/architect.

Step 3: Submit the application.

The application for CRZ clearance must be submitted through the concerned Local Self-Government Institution. Based on the nature of the construction, its area, and the CRZ category, the application will be forwarded to the Kerala Coastal Zone Management Authority (KCZMA) with the recommendation of the Grama Panchayat Secretary.

Phase 4: Inspection and Approval

  • Upon receipt of the application, the concerned authorities will verify the documents.
  • Site inspections will be conducted when necessary.
  • Final approval will be granted after confirming the CRZ status of the land in accordance with the approved CZMP map.

⚠️ General restrictions

  • Starting new industrial establishments without permission is prohibited.
  • Unauthorized reclamation of coastal land is not permitted.
  • Sand mining must be carried out only with legal permission.
  • Prior permission from the concerned authorities is required for construction activities.
  • Activities harmful to the coastal environment are being regulated.
